Since 1990, the Centre for Radio Telecommunications Contortions (CRTC) has been granting broadcast licenses to passersby, encouraging explicitness and giving wattage away. The media arts residency program at the Western Front has invited CRTC delegate Christof Migone to produce a report of past, present and future CRTC activities. The several CRTC Annual Reports which have been produced thus far will be compiled into a Perpetual Report CD-ROM. This Report will address several issues concerning radio enthusiasts and avid listeners. Amongst those will be the creative mapping of the radio body, the Broadcast Act stripped of its hardware, the seven ways to have a seven second delay, and how to speak properly while disarticulated.
